Some Peony care tips:

As a natural product there are some natural occurrences/temperaments with the cultivar.
Sometimes a head may not open, other times some may open quicker in a bunch. This is all part of the natural product we deal with.
When you want them to open, you must cut the stems (diagonal) and place them in water with flower food.
You can also place the heads in lukewarm water for a bit to get the waxy layer off to assist in them opening. The water you place the stems in can also be lukewarm to assist in the opening.
Another tip to assist stubborn heads to open is to gently remove the outer harder petals.
